What's already happened
- City Council adopts the urgency ordinance, 5–0 — Item 12B. Space fees are held at their October 28 level, increases noticed for November 1 don’t take effect, and from here a park owner may raise a space fee only once in any 12-month period, by no more than the lesser of 4% or 75% of inflation. Residents from parks across Encinitas filled the room and spoke. A matching regular ordinance comes back November 18. What it means →
Wednesday, October 28, 2026 · City Hall - Five residents, four requests — during public comment, five residents each presented a short video on what the urgency ordinance should include: a complete moratorium, a fairness ordinance instead of an MOU, why a fairness ordinance isn’t welfare, and protection for homeowners who speak up. Watch the videos → The same day, the City posted the urgency ordinance for October 28 (Item 12B).
Wednesday, October 21, 2026 · City Hall - City Council votes 5–0 to move forward — the Council took up Item 14A, brought by Mayor Bruce Ehlers, and voted 5–0 to bring back an urgency ordinance by October 28 and begin a permanent fairness ordinance. Wednesday, October 14, 2026 · City Hall - Every member of the City Council — residents have met or spoken with every member of the Encinitas City Council, including two meetings with Deputy Mayor Jim O’Hara.
September – October 2026 - Meeting with candidates — residents met with Rimga Viskanta (candidate for Mayor), Arielle Golden (City Council, District 3) and Brad Lefkowits (City Council, District 4).
Wednesday, October 7, 2026 · Cottonwood Creek Park - Meeting with Deputy Mayor Jim O’Hara — residents met with the District 2 councilmember about protecting Encinitas manufactured home parks.
Monday, October 5, 2026 · Encinitas Community & Senior Center - Meeting with Mayor Bruce Ehlers — a coalition delegation met with the Mayor at City Hall. He asked the group for research on the founding of Encinitas as it relates to its manufactured home parks, and for follow-up with others in the City.
Tuesday, September 22, 2026 · Encinitas City Hall - All-Parks Community Meeting — residents from Encinitas manufactured home parks met to organize across parks rather than one at a time.
Monday, September 21, 2026 · Cottonwood Creek Park - Cardiff 101 candidate forums — our submitted question on manufactured home park space fees was selected and asked in both the mayoral forum and the District 3 Council forum.

The big ask
Three things. First, before November 1: an urgency ordinance. Done, October 28, 5–0. Second: a permanent fairness ordinance, with workshops coming and a draft expected around February. Third: a manufactured home park overlay that keeps park land as parks. The ordinance and the overlay can move forward at the same time.
