Help for homeowners
Need help with repairs, space fees or staying in your home?
There is real help out there for Encinitas manufactured home owners. You don’t have to figure it out alone. We’ll help you find the right program and fill out the paperwork.
We’re here to help you apply
Not sure which program fits, or stuck on a form? Call or text (760) 456-5077 or email mhpaction@gmail.com. A neighbor will help you sort it out, gather documents and fill out the application. Help in Spanish is available. What you tell us stays private.
Help paying for home repairs
City of Encinitas Residential Rehabilitation Program
What it pays for: needed repairs to your home, with health and safety problems and building code issues first. Help comes as grants and low-interest, deferred or forgivable loans.
Manufactured homes qualify, and several have already used it. City housing staff told us in October 2026 that the park owner does not need to sign off on the application or the work.
Who qualifies:
- You own the home, live in it as your main residence, and are on the title.
- You don’t own a second home or a rental property.
- Your household income is at or under the City’s limit. For 2026: $97,950 for one person, $111,950 for two, and higher for larger households (the full chart is in the application).
What to have ready: your home’s Certificate of Title and your current State HCD registration card, plus the income papers the application lists.
How to apply: fill out the application and mail it to Housing Administrator, City of Encinitas, Development Services Department, 505 S. Vulcan Ave., Encinitas, CA 92024. There may be a waitlist, so get your name in early.

State repair and replacement funding (MORE program)
California’s Department of Housing and Community Development (HCD) funds repair or replacement of manufactured homes through its Manufactured Housing Opportunity and Revitalization (MORE) program. Homeowners don’t apply to the State directly: the money goes to local nonprofits and public agencies, which give it out as grants.
Right now there is no MORE program serving Encinitas, and the State’s application window is closed. We’re watching for the next round and asking local partners to apply. We’ll post it here when it opens. HCD’s MORE page →
Help staying in your home
Community Resource Center (CRC)
Encinitas’s own nonprofit, at 650 Second Street, Encinitas. CRC has funding for homelessness prevention: help for people at risk of losing their housing. Who qualifies and what it covers depend on the funding source, so call and ask. If a space fee increase or a big bill has you worried about keeping your home, this is a good first call, and we’re glad to make it with you.
